Digital Transformation
Ministry of Communications Supports Government Digital Transformation Through Digital Signature Adoption at the Ministry of Higher Education
A new step advancing government automation and the wider adoption of digital solutions across public institutions, alongside the participation of both ministries in ITEX IRAQ 2026.

The Ministry of Communications has signed an agreement with the Ministry of Higher Education and Scientific Research to adopt digital signatures and automation in official transactions, as part of a broader effort to modernize institutional workflows, accelerate transaction processing, and enhance the reliability of document and data exchange between government entities.
The project forms part of the Ministry of Communications’ efforts to support Iraq’s government digital infrastructure and expand the use of modern technologies in official procedures, helping reduce paper-based processes and move toward a more efficient, secure, and digitally enabled working environment.
This cooperation gains added significance as preparations continue for ITEX IRAQ 2026, where the Ministry of Communications participates as the exhibition’s main sponsor, while the Ministry of Higher Education and Scientific Research participates as a sponsor and official exhibitor through the E-Learning Pavilion.
The joint presence of both ministries at ITEX IRAQ 2026 reflects a practical extension of their cooperation, with the exhibition providing a platform to showcase government digital transformation projects, present modern systems and platforms, and connect directly with local and international companies specializing in telecommunications, information technology, automation, and digital services.
Through the E-Learning Pavilion, the Ministry of Higher Education and Scientific Research will present its direction in developing university systems, digital platforms, and electronic services, in line with the broader automation and digital signature programme and the growing integration between government institutions and the technology sector.
This cooperation highlights the role of ITEX IRAQ 2026 as a platform bringing together government institutions, decision-makers, and technology companies to support digital transformation projects and build partnerships that contribute to the development of government services and Iraq’s digital economy.
